At the request of relevant Chinese departments, PLG has introduced and invited many US government officials, management experts, scholars and professors to deliver lectures in China. Over the years, the group has hosted tens of thousands of trainees from Chinese ministries, provincial and municipal governments, who come to the United States for professional development. As early as the early 1990s, the Pacific Link Group has started to introduce drip irrigation and sprinkler irrigation technology from Israel, the United States, and other countries. The technology was relatively expensive at the beginning of the introduction and the scope of promotion was limited. As Dr. Shaoliang Guo nationalized these technologies in China, they have widely applied in the arid areas which have enabled farmers to use affordable domestically produced water-saving irrigation technologies. Nowadays, these technologies are widely used in northern regions such as Hebei, Shandong, Henan, and Shaanxi Province, and the water-saving efficiency has increased by 50%, and the increase of production has reached 30% -50%. In 2014, the irrigation technologies listed as one of the "Top Ten Talent Attraction Projects for the 65th Anniversary of China".
The other nine major intelligence-introduction projects are High-Speed Trains, Quantum Communication Technology, Yuegong-1, Internet Technology, "CR-01" 6000-Meter Underwater Robot, Daya Bay Nuclear Power Plant Construction, Beijing Electronic Collider, Dry-cultivated Rice and Rare Planting, Wuhan Yangtze River Bridge.
